There are several methods.

On cold water
The most simple and reliable, but slow.
- fill a large saucepan 1/3 with water.
- pour the portion of tobacco needed for stuffing into a colander, put it on a saucepan.
- cover with a spherical lid (condensate must run down the walls), if there is none - pull a polyethylene bag on top
- withstand 24 hours. Get the perfect humidity.
Dry cigarettes can be moistened in exactly the same way.

For steam
Fast and fairly accurate humidification.
- Boil 1.5 liters of water (in an electric kettle, for example)
- Pour boiling water into a pot with a capacity of 5-6 liters.
- Put a portion of tobacco in a plastic container, lower the container into the pan, cover with a spherical lid.
- leave until the water cools, if the tobacco was very dry, or for 20-30 minutes for me it was dry.

Proparation with superheated steam
If your tobacco is too strong or has an unpleasant smell, or it has started to develop fungal mold (terrible smell), all this can be corrected by processing with superheated steam.
You need a large pot and a basin with a grid or holes in the bottom, which fits tightly on the pot (conical or spherical bottom).
- dry the tobacco to a moisture content of 3-5% (very dry, crisp or almost crisp). Wet tobacco darkens and dries very long after steaming.
- Turn on the maximum heat, bring the water to a boil, do not reduce the heat.
- Put the basin with tobacco on the pot, turn on the extractor.
- after the steam goes through the tobacco and the top layer of the tobacco becomes slightly moist, control the smell. As soon as you learn that it is pleasant enough, turn out the tobacco on the table and, tossing it with two forks, release steam. This will speed up drying. If you need to dry it very quickly - after cooling, toss the tobacco with your hands until it dries.
